CONSTITUTION AND BY LAWS

PREAMBLE

We, the members of the Area-Based Standard Network PangLa (ABSNET PANGLA) mindful of our duties and responsibilities to the people of the province, in order to establish an association that shall advance the standards, idealism and welfare of the profession, enhance our membership to a larger community and to promote an enduring oneness and friendly cooperation among the members, promote the highest interest of the Association and the country as well, do hereby ordain and promulgate this Constitution and By-Laws.

ARTICLE I – NAME, DOMICILE AND OBJECTIVES

Section 1. This Association shall be known as the Area-Based Standard Network
(ABSNET PANGLA)

Section 2. The Network shall have its official address at the office/institution where the elected President holds office.

Section 3. The objectives of the Network.

  1. Establish, maintain and update the directory of SWD agencies, organizations operating in the local area.
  2. Advocate for and participate in the review, amendment of standard, policies, rules and regulations adaptive to the area of locality.
  3. Promote licensing and accreditation to NGO’s, PO’s involve in the implementation of SWD programs and services in the area.
  4. Conduct orientation on the policies, procedure of registration, licensing and accreditation to potential NGO’s engage in SWD service delivery.
  5. Review application for registration, licensing and accreditation of NGO’s, PO’s.
  6. Conduct assessment visits to NGO’s engage in SWD service delivery. PO’s applying for license, accreditation and renewal of accreditation
  7. Recommend NGO’s, PO’s for issuance of registration, license, accreditation to concern FO (Field Office).
  8. Participate in the review committee to hear cases of suspension and revocation of license as NGO representative to the said committee.
  9. Provide which for mutual help and learning among intermediaries for coordination and partnership building.
  10. Categorized grouping like:
  11. Child welfare
  12. Youth welfare
  13. Family and community welfare
  14. Women’s welfare
  15. PWD’s welfare
  16. Senior citizen’s welfare
  1. To promote cooperation and help to members in need through fund generation and or human resource.

ARTICLE II – MEMBERSHIP/FEES

Section 1. All NGO’s and PO’s within Pangasinan and La Union offering social services.

Section 2. Member institution shall pay a Membership Fee of FIVE HUNDRED PESOS (P500.00) upon approval of the Application of Membership by the Board of Directors.

Section 3. An Annual Fee of FIVE HUNDRED PESOS (P500.00) shall be paid by the member institutions within the month of January each year.

ARTICLE III – BOARD OF DIECTORS, OFFICERS, THEIR DUTIES AND FUNCTIONS AND TENURE

Section 1. Heads of NGO’s and PO’s as well as heads of LGU’s shall compose the Board of Directors of the Network.

Section 2. The officers of the Association shall come from the members of the network and it will compose of the President, Vice President, Secretary, Treasurer, Auditor and Press Relations Officers.

Section 3. The Board of Directors shall elect the officers of the network.

Section 4. The term/tenure of the officers shall hold office for two (2) years for the same position without prejudice for a re-election or until their successors are duly elected and qualified.

Section 5. The President shall be the Chief Executive officer of the Network. He shall preside on all the meetings of the members of the Network, and the Board of Directors coordinate the activities of the Network and perform such other functions with his office.

Section 6. The Vice President shall assist the President and shall exercise all powers and duties of the President during absence or incapacity of the latter.

Section 7. The secretary shall keep records of the Association/Network, serve notices and disseminate information, prepare periodic report and the correspondence files and other duties and work that may be assigned from time to time.

Section 8. Members and officers of the Network who failed to attend scheduled meeting without written valid reason will be penalized with a minimum of P 50.00.

Section 9. The Treasurer shall be custodian of the funds, receipts and disbursements of the Association/Network, shall keep all moneys and valuables, keep and have charge of the book of accounts and shall perform such other duties and functions as may be assigned from time to time.
Section 10. The Auditor shall examine, certify and review all financial transactions of the Network and to render a report to the BOD through the President.

Section 11. The Press Relations Officers shall circularize and publicize all announcements and vital information regarding the activities and performances of the Network.

Section 12. The President elected is from Pangasinan, the Vice President shall come from La Union and Vice Versa.

ARTICLE IV – MEETINGS

Section 1. The Network shall hold its quarterly meeting.

Section 2. There shall be a regular monthly meeting of the officers. The date and place shall be decided by the officers.

Section 3. Special meeting on the members shall be called as the need arises or upon a written request of at least twenty (20%) percent of the members.

Section 4. Notices of the time and place for the quarterly meeting of the members shall be served two weeks before the date set for such meeting.

Section 5. A majority of the members shall constitute a quorum to decide and transact business. In the absence of a quorum the meeting may proceed provided that twenty (20%) of the members are present provided that all matters, decided, resolution agreed upon, shall be valid and binding when the same are approved in a referendum.

ARTICLE V – ELECTION OF OFFICERS

Section 1. The officers of the Network shall be elected by the members during the annual assembly on the last Tuesday of January.

Section 2. Election shall be done through secret balloting or via vote.

Section 3. Election shall be held in accordance with the guidelines approved on by the members.

ARTICLE VI – FUNDS

Section 1. The funds of the Association/Network shall be derived from membership fees, penalties and approved funds for the Network by government offices.

Section 2. Withdrawals from the Association/Network’s funds by any form of instrument shall be signed by the Treasurer and countersigned by the President or designated signatory.

Section 3. The fiscal year of the Association/Network shall begin on the first Tuesday of January up to 31 of December of each year.

Section 4. Funds by the Network will be deposited to identified bank approved by the members.

ARTICLE VII – AMMENDMENTS

Section 1. This Constitution and By Laws or any provision thereof, may be amended or repealed by a majority vote of the members.

EFFECTIVITY

The Constitution and By Laws shall take effect upon ratification of the members.
